Steve Carroll
Council President
Steve joined the board in 2019 and has served in a variety of roles. He has been an adult leader in the Scouting for almost 20 years, serving at the unit, district, council, and region levels. By profession, Steve currently runs an independent rep agency, but has experience in corporate finance and project planning and management.
Gus Sauerzopf
Council Commissioner
Gus served in various roles during his 45+ years in Scouting including Scoutmaster of Troop 79 (Minsi Trails Council), Troop 52 out of Marshalton, Octoraro Lodge Advisor, HT District Committee and recently as Assistant Council Commissioner. He joined the board in 2015 during his tenure as Lodge Advisor. He a retired Sales Director/Team Leader from Nestle Purina Pet Care Company and enjoys spending time with his family and passionately spreading his belief in the Scouting Mission.
Ben Wheeler
Scout Executive / CEO
Ben achieved the rank of Eagle with Gold, Silver, and Bronze Palms while earning 125 merit badges. He continues to be an active member of the Order of the Arrow and is Wood Badge trained.
Ben has an outstanding history of five years of being the #1 membership recruiter in the entire BSA. While serving as Scout Executive in 2023, he grew his Council’s year-end membership by over 50% in one year.
Ben has also been an active volunteer for the BSA working in roles including District Membership Chairman, District Committee Member, Unit Commissioner, Unit Committee Member, Merit Badge Counselor, and Cubmaster for a pack of 104 youth.

Valeri Boclair
Immediate Past President
Valeri has been involved with Scouting for close to 20 years which began when her older son joined the Cub Scout program. She has served on the committee for Troop 76 for three years and on the Board for Council in numerous positions including Board President over the past six years.
James Caron
VP Administration
Jim is a 55 year veteran of BSA beginning in Annawon Council in Massachusetts. Various jobs after College has brought him to Chester County. Prior to Chester County, he received the Silver Beaver and Vigil Honor in Jersey Shore Council. Jim joined the Executive Board as Chairman of the Insurance and Risk Management Committee after 50 years in the Insurance Industry retiring in 2022 from Travelers insurance.
Andrew Coe
VP Marketing & Communications
An Eagle Scout from Chester County, Andrew joined the board in 2023 having served in various Scouting capacities for the past 30 years, including as Octoraro 22 Lodge Adviser and Assistant Scoutmaster with Chadds Ford Troop 31. He is a technical writer by profession, and enjoys using that skillset for marketing and communicating the rich tapestry of programs and events that Scouting has to offer.
Doug McConnell
VP Membership
An Eagle Scout from Chester County, Doug joined the board in 2022, 30 years after joining Pack 76 in Frazer. He is currently an Assistant Scoutmaster with Troop 8 and Assistant Cubmaster with Pack 2. When not involved with scouts, Doug runs Vanguard Settlements, a title insurance company in West Chester.
Brian MIller
Council Treasurer
Brian joined the board in 2015 and has served on the Technology, Nominating, and Selection Committees. He currently serves as Council Treasurer, PARC Committee member, and Selection Committee Chair and is also Treasurer of Troop 78's sponsoring organization. Brian is an Eagle Scout as are his two grown sons. Brian is currently a semi-retired part-time Controller for a commercial real estate broker and property manager after a 40+ year career as a technology Management Consultant, CIO, and COO.
Pete Motel
VP Camping & Properties
Pete is a lifelong scouter, Eagle Scout, Vigil Honor member of the Order of the Arrow and has served in various positions at the unit level (Scoutmaster and Assistant Scoutmaster) and at the Council level including as Council President and Council VP of Camping and Properties. Outside of scouting Pete is a physician in private practice, married with three grown children.
Gary Schroeder
VP at Large
Gary has served as Den Leader, Asst. Cubmaster and founded Troop 62 serving as Scoutmaster for 11 years. He is a past council President and currently serves as an At-Large VP on the board. Gary also serves on several national BSA committees and leads the NYLT Leadership Academy. Professionally he is CEO of a biotech company in southern Chester County.

Patricia FarrellPatsy joined Chester County Council in 1991 when the first of her three Eagle Scout sons enrolled. She held various roles at the unit level and served on Wood Badge staff. She joined the Executive Board in 2010 and has served as Council Treasurer and Council President. Patsy is enjoying retirement after a 40 year career in Accounting and Finance.
Matt GriffinMatt joined the board in 2021 as Vice President of Programs, where he served for three years. Matt has been actively involved in Chester County Scouting since his early days in Pack 73. His journey as an Eagle Scout has instilled in him a deep commitment to community service and leadership.

Professionally, Matt specializes in generative AI, with a particular focus on prompt engineering. His expertise lies at the intersection of technology and creativity, where he explores innovative approaches to problem-solving and artificial intelligence development.
Cathy Guthrie
Craig HaddenCraig joined the board when he accepted the position of District Chairman of Diamond Rock District in 1999. A 1973 Eagle Scout, he has served his boyhood troop as committee chairman or vice chairman continuously since 1988. He is active on several council committees and chairs the Silver Beaver selection process.

A retired medical equipment planner, he can often be found on the golf course or the ski slopes depending on the season. Craig and Betty, his wife of 35 years, have a daughter named Erin.
Rick Herman
Dave HohlDave joined Cub Scouts in 1962, and continued on in the Boy Scouts (Life) and Explorers as a youth. He became active as an adult leader as a Tiger Cub Coordinator, Den/Webelos Leader, Chartered Org. Rep,, Troop Committee Chairman, and Scoutmaster. He was the Horseshoe Trail Round Table Commissioner, Council VP for Camping, Council Commissioner, and VP for District Operations. He was on the High Adventure, Training, Powder Horn, and Venturing Council Committees, and was honored with the Silver Beaver Award. He was a Wood Badge Course Director, and Vigil Honor in the Order of the Arrow. He has been a leader in many high adventure outings with his Troop and Venturing Crew, including four trips to Philmont Scout Ranch.
Saralyn KasselSaralyn joined the board in 2023 after serving with scouting for 20 years in various roles from the troop, district and council committees, as well as Octoraro Lodge. She works as a Pet Parent Coordinator for Dogtopia, and she has worked in the pet care field for the last 20 years. Her caring and friendly personality is what drives her to continue working for a successful program for the youth of our council.
John KemmererJohn is a lifelong Scout in Chester County Council - Cub, Arrow of Light, Scout, Eagle Scout, OA, Lodge Officer, HSR Camp Staff, Unit Commissioner, Den Leader, Pack Committee Chair, ASM, Council Board.
Bill KiniryBill has 2 sons who are Eagle Scouts. Bill has been an Assistant Scout Master, and Troop Committee Member for 24 years. He has been a Council Board Member for approximately 10 years. Bill has financed and built 2 structures at Camp Horseshoe within Lisle Camp.

Bill is a lawyer, now retired after 45 years of active practice as a partner, managing partner, practice group leader, and policy committee member in the 2nd largest law firm in the world. He is also a retired Army officer, having served as a company commander in the US Army Special Operations Forces among other assignments.
Mary KuklinksiMary joined the Board in 2011. She became involved in Chester County Council in 1993 when her sons joined Tiger Cubs. Over the years she has held various Scouting positions at the Unit (Den Leader, Cub Master of Pack 42), District (Octoraro Training Chair/Commissioner), Council (NYLT/Wood Badge Course Director, Council Commissioner, VP Program), and National (NYLT Leadership Academy Staff/Task Force). She is an engineer/information systems developer by profession and enjoys seeing positive impact of Scouting on shaping the next generation.

District Chairs

Frank Liotta
Horseshoe Trail
Frank joined the board in 2021 when he became the chair of Horseshoe Trail District. As an Eagle Scout, he has over 50 years of Scouting experience in four Scouting councils. He currently also serves Assistant Scoutmaster with Guthriesville Troop 8 and as a member of the National Jamboree program leadership staff. Professionally, Frank leads the business activities of a company involved in the production of sustainable renewable chemicals.

Cathy Guthrie
Cathy started her Scouting journey when her son joined Cub Scouts. She was invited to be the district popcorn kernel a few years later and then district training chair. Shie is currently the District Chair in Octoraro and CCCBSA Training Chair. My son earned Eagle rank in the summer of 2023 and I have two more working towards that goal in their troop. Cathy is a software asset manager for a Fortune 200 company but her joy comes from being co-owner of two art studios in Elkton and Rising Sun, MD: The Palette and the Page and The Art Den. One of Cathy's favorite things about Scouting is providing BALOO training to new or newer Scouters. Cathy looks forward to meeting more volunteers and their units as she continues on this Executive Board journey in CCC BSA.
